Cindy Gilliland

Executive Director and Licensed Child Placing Agency Administrator

Cindy is the founder/director of Special Delivery.

She graduated from WTAMU with a Bachelor of Science degree and taught elementary school for 12 years.

She is married with two children and two grandchildren.

She believes adoption is a huge blessing and comes from God’s heart.

Ashley Ingram

Family Support Coordinator

Ashley has been working with adoptive couples part-time since April 2011. She received a Bachelor of Science degree in Human Development and Family Studies from Texas Tech University. Ashley and her husband, Brad, have four young children. In her time at Special Delivery, Ashley has loved developing relationships with adoptive families and looks forward to watching families grow!

Erin Frescas

Erin started out as a part time staff for Special Delivery in December 2016 and became a full time staff member in June 2017. She received a Bachelor of Science degree in Interdisciplinary Studies from Liberty Univeristy, VA. She has a background in working with at-risk youth and served in the USAF. Erin and her husband, Manuel, currently have a young daughter and a baby on the way. Erin loves working with expectant mothers and believes that adoption fulfills God’s Great Commission.


Natasha Butler

Hello my name is Natasha Butler and some of you may already know that. This is not my first run with Special Delivery. I have been fortunate and blessed to have worked there before. I have worked with birth mothers as well as adoptive couples. I currently reside in Quanah, TX and will be coming to Amarillo a couple times a month to work for Special Delivery. I just can't seem to leave this agency and the people that are connected to it, I feel strongly that God has a hand in it. I am a wife to my husband Jarrett whom I have been blessed to be married to for five years. We have two children together; Emmelia who is about to be four and Rhett who is two. I am excited to be back at Special Delivery and strongly feel that God has called me back to this special place for a reason and I look forward to seeing what He has in store for me.

Kaitlyn Howard

Birth Mother Caseworker

Kaitlyn has been part of the Special Delivery staff since January 2018. She received a Bachelor of Arts degree in Social Work from West Texas A & M University. Kaitlyn enjoys working with expectant mothers. She and her husband, Peter are involved in their church and the Amarillo community.
